The flyer Oswald was handing out August, 1963, in the streets of New Orleans.  These flyers were printed in the offices of Guy Bannister(544 Camp Street), an ex-FBI agent who was staunchly anti-communist, so Oswald's activities seemed to be aimed at creating a cover or "sheep-dipping"- creating an identity for covert activities.
